I eventually got payment (about 6 weeks to process the check through the municipal government pay cycle).
However, two weeks later I also received a 3 page "Request for information" form stating anyone doing business with the city had to identify all sources of income and salaries for both my wife and I! Plus 2 more pages of questions to answer. I imagine its to avoid an ethics issue for contractors doing big contract work with the city.
