Fixing an 'off-center' recording

Does anyone know if there is a computer program that can correct the speed fluctuations on an old recording?

The recording sounds like the disc may just have been a ultra trifle off center b/c there is there 'woo-woo-woo-woo' effect.

It's a super rare vocal-less recording of SERENADE IN BLUE by Glenn Miller that was done over at 20th Century-Fox in 1942. So rare, that it was issued on a CD a few years ago in spite of the messed up sound. Viper's Nest label.

I suppose you could try cut and pasting the different sections and using a sound editor to make the sound more consistent.
