Love the dancing on this clip ... obviously the music is a modern version of "Boogie Woogie Bugle Boy"
I think they have quite a few live bands at "Rock That Swing" which is a big annual dance event in Germany which crosses over between Rock and Roll and Swing (hence the name). On the clip, it sounds as though it might be a live band (we don't see the band on the clip, the focus is on the dancers)
I've listened to the other competition performances from that event on Youtube (four are shown in this listing) ...

The dancing in the first clip in that list "Lindy Hop Cup Round 2" is definitely to a live band, you can see them on the stage at the back. It's possible that "Boogie Woogie Bugle Boy" was played by the same live band, but there is no sign of them on the clip. Actually, Boogie Woogie Bugle Boy sounds a bit too 'clean' and polished to be live, so I think it's more likely to be a modern recording.
You could try contacting Marcus Koch from Rock That Swing (I think he is one of the main organisers). Ask him if he can tell you any details of the version of "Boogie Woogie Bugle Boy" in your clip. His details are here:
Or you could ask Henric and Joanna, a teaching couple who are two of the three dancers in the clip. This is their website:
Obviously it was 10 years ago, but there's a good chance that Marcus and Henric and Joanna will know the music details.
