It is indeed Skeets Tolbert, and the track is indeed called "C.O.D.", recorded in 1942. The lyric is actually "collect on delivery".

I have it on the 1940-1942 Skeets Tolbert Chrono Classics release.

Those are compilations Rob and Diane van Haaren used for teaching purposes. There are, to my knowledge, four discs floating around out there. Track name, bpm, artist name.
