I'm too lazy to fix the formatting, but just about not lazy enough to post this. I DJ'ed the balboa room at our local venue on Wed, and this is what I played. It is indeed Skeets Tolbert, and the track is indeed called "C.O.D.", recorded in 1942. The lyric is actually "collect on delivery".

I have it on the 1940-1942 Skeets Tolbert Chrono Classics release.
