The King R&B Box Set is a good place to start. Most of the big names were signed to King at some point. If you want to get in to more bubble-gummy R&B, the early stuff from Atlantic Records is decent. Notably Ruth Brown. There's some pretty good New Orleans R&B around also. Smiley Lewis,...

A quick note on the Three Peppers, many more recordings are available on eMusic outside of the US (at least in Canada). There are two complete CDs: Complete Jazz Series 1937 - 1940 Eddie Cole & The Three Peppers and one of their recordings is featured on this compilation: Vocal Group Magic

I've been digging some of the stuff off the Edgar Hayes 1937-1938 Chronological Classics along with some stuff from Bennie Moten's band like Kansas City Breakdown, Moten Stomp, Rite Tite and The Count.

Sounds like Good Queen Bess. I know of recordings by Johnny Hodges and Peter Davis' Lindy Hop Heaven. I'm partial to the Hodges version.

I can speak to my understanding of what happens in Canada. I think the rules here are similar to but not identical to the U.S. equivalent. If I had to guess, it's probably more about the risk of a huge copyright lawsuit in the U.S. vs the small amount of sales from the U.S. All the Chrono-classics were produced under European copyright where they the recordings are fair game after 50 years. Yeah, definitely early swing era but also definitely swing, not trad. The rhythm section is playing true to the old style swing.
