While 2-beats were uses sometimes in the 40's as well, they didn't sound quite the same as a 20's-30's 2-beat. Also, from your description it sounds like they are accenting the hihat beat in the wrong place. It should not have a backbeat (heavy 2+4). Instead the emphasis should be on 1+3 (the open part).
