Perhaps Canadian French? I've heard their accent is quite distinct. I know a little bit of spanish, but rely on my wife for french.

Yeah. I managed to download the video, upload it to youtube, and then run a music analyzer on it, but it, like shazam, has no idea.

Yup

Yup. I just figured it out too. It is the Tinseltown Players. I was just listening to the whole song on Spotify, but the rest of the song has these distasteful vocals... *sigh* The instrumentals however are the best version of the song I found.
